"Mr President, Commissioner, Mr President-in-Office of the Council, ladies and gentlemen, at last year’s General Assembly of the United Nations, President Lula launched an initiative that received the immediate support of President Chirac, President Lagos and Prime Minster Zapatero. This led to the Declaration on Action against Hunger and Poverty on 20 September, signed by 111 governments, including the governments of all the Member States. This initiative updates and relaunches the Millennium Development Goals set by the United Nations in 2000. In addition, the last paragraph of Article 3 of the Constitution for Europe that is currently undergoing the ratification process proclaims the European Union’s adherence to international law and to the United Nations and its Charter. There is also a clear commitment to the Millennium Agenda and a proclamation of the principle of free and fair trade. This all calls for renewed and greater effort, not only by the Member States, but also by the Union as a whole. This is the right time for us to be informed of the views held by the Commission and the Council on important matters of current concern, such as the situation in Africa or climate change. It is also the right time for us to intensify our financial contribution to development aid, ensuring implementation of the Millennium Agenda. In particular, it is the right time for us to assume a responsible and leading role in a matter of such crucial importance to the future of mankind. Finally, Mr President, I believe this should also apply to the mandate to be granted to the Commission as we approach the Hong Kong Summit in the development of the Doha Round."@en1
