It is important and I hope that I can combine my visit with the opening of such a delegation. Moldova is the poorest country in Europe today. But let us not to go too far. Let us act. Rhetoric and vision are necessary, but it is even more necessary to look at the complexity of the situation. I know the country because I went there many times in my former capacities. Many things need to be done. The action plan is appropriate to that. Please look at the action plan. I have heard that some people want to go beyond the action plan, but this is not the time for that. It is now the time for the neighbourhood policy to bring these countries closer to the European Union. However, it is a question of give and take.
