The issue of fisheries is of great importance for Europe as a whole, but above all it is especially important for Portugal, because, in this respect, the interests of our country are not always adequately safeguarded by Community policies. The regulation establishing a Community Fisheries Control Agency therefore deserves particular attention. Although the Member States will retain control over fishing activities, the fact is that the Commission is responsible for the operational coordination of monitoring activities and, above all, has the common interest to protect. We must therefore focus on the way in which this common interest is pursued, without forgetting the need for full compliance with the principle of subsidiarity. The resources needed to achieve that have to be guaranteed, especially in the case of Portugal in view of its vast EEZ. Lastly, I must admit to having certain reservations, because there is a risk that the establishment of a new Community agency will result in some overlap of functions and duplication of costs."@en1
