lpv:translated text	". Mr President, I should like to point out three areas in which the Commissioner’s statements struck me as vague or imprecise. The first of those areas is the Israeli-Palestinian conflict. We are all aware that the cease-fire that has been declared is very important for Palestine to be able to conclude its democratic election process. A cease-fire is not the same thing as peace, however, and Israel continues to take prisoners while it releases prisoners. Israel continues to redesign the West Bank wall while it prepares to abandon Gaza. The truth is that it is planning to turn Palestine into a Bantustan. Europe has everything to gain from being clear on this matter. You also spoke very generically, Commissioner, about the second aspect, immigration. Historically, the Mediterranean has been a sea of communication, a bridge between people and a thoroughfare for trade and cultures. We Europeans, however, have turned it into a modern-day moat, in which, over the past ten years, 4 000 men and women have drowned their hopes. Our duty, Commissioner, is not to turn the countries of the south into the policemen of those seeking better living conditions, but to replace the current immigration policy with one that seeks to strike a balance in migratory flows in both directions. This is the only way in which we will have the moral authority to address the issue of human rights without hypocrisy. This is the only way in which we will be able to condemn, for example, the appalling conditions suffered by the thousands of Sudanese treated as slaves in Libya. The Barcelona Process will either be a large-scale Euro-Mediterranean pact, whereby peace, democracy and human rights are exchanged by means of economic and social integration, or will be nothing more than a letter of intent."@en1
