lpv:spoken text	"Mr President, to believe in a Community fisheries control agency, one has to believe in the common fisheries policy. Northern Ireland's experiences of it have been dire. Courtesy of the CFP, we have seen our fishing fleet drastically reduced by over-regulation and punitive closures. I cannot support the common fisheries policy, and therefore I will not support a Community control agency. In my view, fishing is properly a matter for national control, not EU control. Therefore all inspection mechanisms should be initiated and operated nationally. This agency, alas, is but another part of the empire-building that Brussels so readily takes upon itself. Faced with the probable reality of the Community fisheries control agency, I will use my vote in this House, as I did in committee, to seek to restrict its ambit and enhance national input."@en1
