"Thank you, Commissioner. I would, however, ask you to be more explicit about the interpretation of Article 16 of the EC Treaty, from which it seems to me that one can infer that users have a right to mobility and hence to having minimum safety standards drawn up in the field of services.
I ask you, therefore, whether we can begin to class motorways, or at least toll motorways, as a service in the public interest. The reason would be, in part, to prevent the legitimate call for safety – which has resulted in the Charter of Passengers’ Rights being drawn up for the airline sector and also in future for the railways – from making such carriers less competitive in comparison with the motorways. I believe that putting all those involved on a level playing field and increasing safety for everyone should be an explicit objective."@en1
