"Question no 49 by Ignasi Guardans Cambó () The liberalisation of Spain’s railways, in accordance with European Parliament and Council Directive 2004/51/EC, entered into force on 1 January 2005. Opening the railways up to competition is very important in order to attain the Lisbon objectives and to guarantee competitiveness in Europe. However, certain measures can sometimes serve to hinder the process of full liberalisation. For example, this can happen as a result of a lack of harmonisation with regard to safety certificates. What steps does the Commission intend to take to ensure that all the practical effects of liberalisation are addressed and to prevent certain Member States from setting up internal mechanisms that could hinder liberalisation?"@en1
