". Mr President, like Javier Solana, the Commission and I are committed to trying to make these steps happen, knowing how difficult it is and given all the support. That means of course that we are also committed to making the first concrete steps and I would like to mention a few of them because it has been requested. First, we have just agreed for instance to make an additional EUR 20 million available for Gaza. We are also working very closely with the World Bank. Just last week I met with President Wolfensohn. We take the advice of the World Bank very seriously: unless there is an end to violence and to movements of goods and people, any additional money will have little impact. Therefore it is very important to achieve improvements on this side. I will also discuss these issues very concretely with the Palestinians and with the Israelis when I go there on 7 and 8 February. I also want to see what we can plan and whether there are good projects that we can implement in order to help this process really get under way, whether it is on reconstruction or institution-building, and so on. Let me also say to Mr Laschet, we are also supporting efforts to improve the living conditions of the Palestinian refugees, to provide better housing and a change of the refugee status. This will require a negotiated solution as is foreseen in the roadmap; this is more difficult. It is clear that it is crucial that we do not lose sight of the political process. Javier Solana has just outlined this. We also have to ask ourselves what will happen the day after the Gaza disengagement. Parties need to engage on a political process that goes beyond Gaza. This is a key issue that we also have to discuss with President Bush and with Condoleeza Rice when they come to Europe. Thank you very much, this has been a very engaging and interesting discussion. You can see we are all committed to this process, but I will also add a note of caution: it is a difficult process and it can erupt at any moment."@en1
