"Mr Solana, I would like to congratulate you on your warm and tireless commitment to peace. This is one of the visible expressions of the positive Europeanism of all the European citizens with regard to this work towards peace in the Middle East. The ball is now in Israel's court. We have a Palestinian leader, Mahmoud Abbas, who is taking a stand against violence, not just through words but through actions, and who, furthermore, has the legitimacy of having been elected democratically.
Israel cannot remain passive in this situation. Israel must respond to Mahmoud Abbas with concrete measures. It is not just necessary for the European Union to call for a truce and the disarmament of the Palestinian activists, but it must also urge Israel to put an end to its policy of selective assassinations and immediately halt the construction of the wall in the occupied territories. Meanwhile, the ‘Quartet’ must take measures to remove controls and allow the Palestinians access to employment and trade. After many years of conflict, it is clear that the Palestinian and Israeli societies are suffering great fatigue, weariness and sadness, which may paradoxically offer a glimmer of hope at this point. But Israel must respond to this glimmer of hope. A first step towards reopening the path of negotiation would be a negotiated withdrawal from Gaza, verified by an international mission organised by the European Union within the framework of the ‘Quartet’.
We believe, furthermore, that one of the problems is that we cannot begin with a step-by-step approach, we cannot say what Mr Bush said: ‘We will have a Palestinian state in 2005’. We are in 2005 according to the roadmap and now Mr Bush says that we will have a Palestinian state in 2009. We must reduce the time between the beginning and the end. The Palestinian people and the Israeli people are mature enough to see the light at the end of the tunnel. According to the opinion polls, the two peoples are in favour of a political pact in order to achieve a definitive status similar to the Geneva Agreement. Furthermore, this definitive status, of a permanent nature, is very similar to the agreement almost reached by the two parties in Taba at the end of 2000.
That is a fact and I believe that the European Union must take this opportunity to put pressure on Israel to respond to this stance of the new Palestinian leadership."@en1
