"Mr President, I should like to issue a request to Mr Barroso. We have discussed the strategic guidelines this afternoon. Mr President of the Commission, I feel that we might agree with what you have proposed to us, but there is a problem. We have not in fact been able to talk about the 2005 legislative programme because Parliament is not yet familiar with the programme. Along with some of my fellow Members of this House, I was able to get hold of the text at the beginning of the afternoon, but many others were not able to do so. It is absolutely essential that the Members are able to work, in each parliamentary committee, within the framework of your proposal and that we can hold another debate during the next session here in Brussels or in Strasbourg on the 2005 legislative programme. This is the request that I wanted to make on behalf of the group of the European People’s Party (Christian Democrats) and European Democrats, and it is important. I should like to remind you that there was an agreement between the previous Commission and Parliament to the effect that the legislative programme should be forwarded to the Members of the House at least ten working days before the debate in plenary, so that they can familiarise themselves with it. This is stipulated in annex 14 of Parliament’s Rules of Procedure. Mr President, I am sure that you will agree that we should have a fresh debate on the 2005 legislative programme."@en1
