"Mr President, taking the baton from Mr Jarzembowski, I shall speak about cohesion and regional policy issues and I should like to say to Mr Barroso that we agree with the Commission text, because it places the right emphasis on cohesion policies. Nor could it be otherwise, given that this year, 2005, will also be a crucial year for the future of regional policy. Within this framework, I should like to make two very specific comments: the first comment concerns the timing of decisions. I trust that decisions will be taken during the Luxembourg Presidency and I should also like, along these lines, to ask Mr Schmit, the President-in-Office of the Council of Ministers, to do his very best, because regional policy programmes are multiannual programmes and any delay would have adverse repercussions on the development of the programmes.
We shall have problems during the next period and we must all, each for his own part, do whatever we can this year to bring the decision making to a close. The second element which I should like to highlight concerns the size of the new financing package for regional policy. I wish to be perfectly clear: we cannot go below the European Commission's proposals, which talk of 0.41% of gross national income for cohesion policies. If we go below that, there can be no talk of a credible regional policy, because we have far more needs with enlargement and these needs will have to be financed. Consequently, I think that we need to move in this direction. I believe that you will also have the support of the European Parliament, but we must not forget that we cannot want more Europeans with enlargement, but less Europe. If we want more Europeans, we must also want more Europe. We need to understand that an efficient Union also means a Union with financing. I understand the needs of the taxpayers, I want to be realistic in my approach, I have no desire to be maximalist but, on the other hand, I think that realism dictates that we follow the European Commission's proposal which, I repeat, makes provision for 0.41% of gross national income in regional policy."@en1
