"Mr President of the Commission, this programme offers a general framework that accommodates everyone’s priorities. What matters most, however, is that it be implemented. We will not be able to assess you until such time as we receive the concrete policy measures, and I urge that this be done at the earliest opportunity. If you take Lisbon’s social pillar seriously, I would ask of you three things. First of all, that all new proposals be verified in terms of their social implications and not only in competitive terms, as is indicated in the Commission document. Secondly, that the Commission should finally enact a framework directive regulating services of general interest, which are vital for social cohesion and solidarity. Thirdly, that you, Mr Barroso, create clarity about the services directive. Commissioner Verheugen has said that the REACH proposal will be adapted and will undergo a general overhaul. I would ask the same from you, and for an undertaking in respect of the Bolkestein directive: that there will be an internal market in services, but without social dumping, something on which the President-in-Office of the Council, Mr Juncker, has also insisted."@en1
