"Mr President of the Commission, bearing in mind your political commitments towards the European Parliament, it is important, at this crucial stage, for you to promote in deed rather than just in word the integration and extension of policies for the economic, social and regional cohesion of the Europe of the 25 Member States, as well as for its competitiveness. One focal issue of general scope which guarantees solidarity is the adequate safeguarding of own resources which will be able to effectively cover all cohesion policies, including those which derive from the Lisbon Strategy. You ought to contribute to the stabilisation of the financial perspectives, as did your predecessor, Mr Prodi.
Within the framework of your annual legislative work, which will, moreover, also form the basis on which you are judged, and in cooperation with the competent Commissioner for Agriculture and Rural Development, Mrs Fischer Boel, it is vital that you proceed with certain basic, material actions: first, adequate financing of agriculture and reinforcement of rural development policies; secondly, substantive measures so as to avoid disrupting rural income and creating financial distortions between Member States and regions during the implementation of the new CAP and international trade agreements; thirdly, the avoidance of any cofinancing philosophy, by which I mean the renationalisation of the CAP and, fourthly, dynamic negotiations with international trading partners within the framework of the WTO, so that they too can adjust to broken promises concerning the development of third countries. To close, I should like to point out that 2005 is a period during which we shall all be judged by the European citizens and in which we shall also protect ourselves as a single, democratic, international Union."@en1
