"Mr President, I was delighted to hear that the Commission will be committed to the renewal of Europe. I think that renewal should really be the key word in the coming years, and I warmly welcome the similar noises I have heard from the presidency. We desperately need renewal, particularly in the economy. Although many Members have pointed to the drawbacks and possible pitfalls that reforms entail, I think we should spend more time talking about the drawbacks and pitfalls of the . Reform requires political courage. Choices need to be made and political positions adopted. I hope that this Commission, unlike its predecessor, is prepared to do just that, rather than carry on tabling watered-down consensus proposals without any substance. Change almost always hurts. Change affects the vested interests, which perhaps partly explains the resistance that is being put up in certain circles. The longer we postpone the reforms, though, the greater the pain. Mr Barroso, we have a saying in the Netherlands to the effect that desperate times call for desperate measures. I do not know how you would translate that, but I think the message is clear. Although there is much talk about innovation, we are still investing in old systems, like an old agricultural system designed for the priorities of the Fifties, and social security systems designed for society half a century ago. We are still spending a great deal of public money to keep doomed and polluting industries afloat. We are still trying to solve the economic problems by running up public deficits. I hope that this Commission will press for investments in expertise and skills, in education, innovation, the environment and the services market, and I would call on the presidency and the Member States to do the same. I hope that the Commission will simply stick to its guns. Instead of old policies, we should invest in free markets, open markets, initiative and entrepreneurship."@en1
