"Mr President of the Commission, you have presented us with a good and high-quality strategic programme for the Commission for 2005. I am convinced that it is also a programme for the long term. I am adopting your programme and I am expressing my support for it because I believe that it is a programme which is good not just for the Commission but, in a broader sense, also for the Council and even for the European Parliament. You have heard today a largely positive reaction and it is clear that you have also heard our comments made at other sittings. One important step is now behind you, but the second is to achieve these targets. You will only be able to succeed in this if you can engage the Council and if you can also engage the Parliament in this project. This period will also see the ratification of the Treaty establishing the European Constitution in the European Union. We are now persuading people that we have prepared this document for them, for the citizens of the European Union, that it is the European Union which will offer them protection if a nation state fails. The European Union has devoted huge resources to the countries affected by the natural disaster of the tsunami. In Europe, however, we are witnesses to millions of victims of economic reforms, an economic tsunami – young people have fled eastern Europe in search of better conditions in western Europe, but the elderly are dependent upon our help. The European Union and Africa are afflicted every year by the AIDS tsunami. Tens of thousands are dying. I am therefore asking you to help these people. I also offer you my help with the programmes for old people and for those suffering from AIDS, but I also reserve the right to monitor these programmes. Thank you very much"@en1
