"Thank you, Mr President. Mr Barroso, you used a very striking phrase, namely that we must map out how we intend to turn dreams into reality. Unfortunately, we were not told which instruments you intend to use for this purpose. You said that legislation should be made simpler, yet we still do not know how you will reduce the ever-growing mountains of paper, because you gave us no clue as to how this will be done. You talked about prosperity and new jobs, yet establishing an overprotective welfare state will not bring about either of these things, and in the meantime the Lisbon strategy is fading out of sight. You talked about solidarity, yet how can we sit here and talk about solidarity when Australia, New Zealand and the United States have rushed to provide aid after the disaster in Asia, and the European Union has so far done nothing?
Mr Barroso, if we wish to turn dreams into reality we must make it known which instruments we intend to use. I sincerely hope, and indeed we all do, that these dreams will become reality, for your sake, for Europe’s sake and for the sake of our Member States. In order for this to happen, however, it must be made known which instruments are to be used."@en1
