"Mr President, ladies and gentlemen, looking beyond individual national problems, the Commission statement reveals a picture of overall difficulty for the European economic system. No state can reverse this downturn alone; it is the duty of the European institutions, in particular the Commission, to fire up the European economy by concentrating on a strategy aimed at employment, growth and inclusive development. Firstly, the Lisbon strategy needs to be relaunched, in a such a way that it finally becomes effective, and a national administrator should be appointed to meet its objectives. Secondly, the Stability Pact needs to be revised intelligently, so as to encourage structural reforms and to facilitate pursuit of the Lisbon objectives, boosting investment in infrastructure and research to increase competitiveness. In this regard, I consider it essential to hold a debate in the European Parliament on the reform of the Stability Pact before the European Council in March. Lastly, perhaps we need to return to the idea, originally put forward by Mr Delors, of financing European public investment to support growth and competitiveness by issuing Community bonds, which, now, would be guaranteed by the current strength of the euro."@en1
