"I should like to say that I am very much in favour of the planned ‘partnership for a renewed Europe’. I am not entirely sure what the word ‘partnership’ means in this context, but I am quite sure what ‘a renewed Europe’ means, and it is my belief that a defining feature of Europe has always been its ability to undergo constant reform and successive renaissances. I should like to draw Mr Barroso’s attention to two issues I believe to be important when talking of a renewed Europe. The first of these is education. Europe has traditionally gained its strength from its education system, which provides schooling from primary to university level, yet we must be aware that this education system is currently deteriorating. It is not enough simply to say that culture and education are important, Mr President. A strategy outlining the way in which education is to be placed at the heart of the European Union’s concerns is needed. It would then be impossible to use the principle of subsidiarity to claim that the European Union institutions have no right to take action. We need a strategy that ensures European education is the best in the world, because this is what it deserves and this is one of Europe’s great traditions. Democracy is another issue I believe to be important, and with regard to which I also expect there to be some kind of political strategy. It is simply not true to say that democracy is an inherent characteristic of Europe. By its very nature, democracy frequently comes under attack from the powerful. At present European democracy is being weakened by populism and instances of demagogy, and this means that there should be a European strategy on democracy, which would also serve as a mouthpiece for the whole world.
