"Mr President, at the beginning of a football tournament, anyone can hope to be the champion – even those who had difficulty qualifying in the first place – and that is certainly true in politics too. While I hope that your programme gets you to the top of the league, I would like – in the short speaking time available to me – to share two ideas with you. What I would like is for you, before bringing an actual proposal or directive to this House or presenting it to the public, to keep it back for a very short space of time and ask yourself: ‘Does it comply with the principle of economy?’ or ‘Might it not be possible to be less ambitious when it comes to administration, not to mention the Financial Perspective?’ Consideration of the political background leads me to say that there are times when EUR 700 billion over seven years can amount to more that EUR 1 billion for the same period. My second thought follows on from that. I would ask you to take care that you do not fall into a trap by yielding to the temptation to free up funds for rearmament. That way, you may be able to create jobs in the short term, but it would be disastrous for Europe as a peace project."@en1
