". Mr President, ladies and gentlemen, I should like to thank the President of the Commission for setting out, to both our institutions, the EU’s strategic objectives for the coming years. I feel that the President of the Commission was wise to confine himself to the substance, and not to go into too much detail on the legislation that must be put in place or the initiatives that must be taken. I am delighted to see that the opinions of the Commission and the Presidency broadly coincide and I should like to draw your attention to the fact that the programmes of the Luxembourg and United Kingdom Presidencies, and of those that follow in 2006, are in fact very close to the Commission President’s proposals. I feel that this is a partnership for European renewal on which there should not be any interinstitutional conflict. The people watching us – the citizens of Europe – are not interested in the opinions and the actions of the Commission, the Council and Parliament. For Europeans, Europe is one entity. I note that there have been differing reactions to my proposals, and that some of those reactions have given me more pleasure than others! Given the meeting of minds between the Commission and the Council, I would suggest that we look into ways of showing the outside world that the three institutions are indeed in broad agreement, and, even if the new Constitution is not yet in force, we shall certainly find ways and means of raising awareness of this. I should therefore like to inform you that the chairman of the General Affairs Council, Mr Asselborn, will ensure that the speech by the President of the Commission and the programme that he has drawn up will feature on the agenda at the General Affairs Council of 31 January. Together with the other two institutions, we shall try to find a way to express this shared desire."@en1
