"Mr President, I am speaking on behalf of the new Italian Socialist Party. One of the European Union’s main roles is to act as spokesperson for the needs of people in difficulty and to promote human rights, freedom, democracy and tolerance. We therefore all agree on pressing the Iranian authorities to comply with international conventions on the freedom of the press, on the outlawing of torture, and on respect for the rights of children, women and minorities. The ringing of many alarm bells tells us that the situation on political and social reform is in fact deteriorating rather than making progress. The United Nations, too, expressed growing concern about the situation in its resolution of 21 December 2004. We all hope that Iran, a country with plenty of potential and in great cultural turmoil, can become a fully operative economic and political partner as soon as possible. All future trade, however, must be closely matched by careful monitoring of the true social situation in the country and must be made conditional upon the establishment of the required reforms and their effective and unequivocal application. The recommendations that the European Council made in December, which are in line with this approach, therefore need to be put into practice very soon."@en1
