". However paradoxical it may seem, it is at moments of suffering overseas that EU Member States manage to speak with one voice on the international scene – the voice of solidarity. I voted in favour of this resolution because I feel that the EU and its Member States could not turn a blind eye to the human and material loss caused by the appalling and unprecedented tragedy of the terrible seaquake that hit Asia and the Indian Ocean. As a member of the Committee on Budgets, I welcome the interinstitutional agreement that has been reached permitting recourse to emergency funds and to flexibility instruments and enabling significant funds to be released, despite their not being initially budgeted. Accordingly, as well as expressing their compassion and their grief, the EU and its Member States will in the short term have more than EUR 1 billion at their disposal. From a logistical point of view, this tragedy reinforces the urgency of the EU’s civil reaction corps for humanitarian operations. In addition to emergency first aid, the EU will also play an active role in the interim phase of rehabilitation and the long-term phase of reconstruction.
