lpv:spoken text	"I thank the President-in-Office for the clarity of his answer in listing the countries concerned. It is precisely those countries that are the subject of many representations received by Members. We now believe that the problem of child soldiers is not a marginal problem. We now know that this is a commonplace phenomenon in countries other than those he has actually mentioned, for example in the Middle East. We expect the Luxembourg presidency, and indeed the UK presidency, to maintain this issue at the top of the agenda. Any country currently experiencing difficulties, such as Sri Lanka, has this problem. We can see that on our television screens. I urge the Council not to treat this as a marginal issue, but to maintain it at the top of development issues, as well as foreign affairs issues, during the Luxembourg presidency.
