"Mr President, the tsunami means that we must rethink our whole development policy. The fight against poverty must become a core commitment so that today’s interdependent world may be governed by criteria of equality and justice. With the tsunami, all of us, rich or poor, are in the same boat. I do not think it is enough to reprogramme what has already been allocated or even to buy fishing boats in Europe and give them to fishermen in the affected areas. We have to move on urgently from words to deeds, cancelling the debts of all poor countries, opening our markets to trade with those countries, allocating 0.39% of Europe’s GIP to development aid by 2006 – in line with the moral commitment we accepted at Monterey – and, lastly, establishing a levy on international transactions to finance development and thus to meet the Millennium Objectives."@en1
