". In a Europe that has proved capable of building peace within its borders, phenomena such as those in Northern Ireland and the Basque Country have, fortunately, become fewer and farther between. Given the serious nature of these situations, however, the EU must continue to condemn vehemently and unconditionally the use of violence as a means of solving political issues. In the context of the ceasefire initiatives and the opening of negotiations between the two sides in the Northern Ireland conflict, I feel that similar determination must be shown as regards any initiatives intended to help establish lasting peace in those territories. Against this backdrop, I welcome the fact that financial support is to be maintained for Northern Ireland and for border areas of the Republic of Ireland, and that the PEACE II programme is to be extended for a further two years."@en1
