". Various disasters, such as the accident, the forest fires, particularly in my country, and the floods in the South of France have demonstrated the need for action at European level. The scale of some disasters often overwhelms national response capacities. Mechanisms at European level, such as the one created by the current programme, are therefore becoming increasingly justified. The proposal takes a step in this direction, providing for an increase of EUR 1.5 million in 2004 to EUR 2.4 million per year in 2005 and 2006. I welcome this development, which forms part of the strengthened cooperation in the area of civil protection, which the EU began to address in the first Community Action Programme in the field of Civil Protection adopted in 1997, the most significant development of which was the creation of the Solidarity Fund for major disasters in November 2002. The Monitoring and Information Centre is very important, as it provides Member States or third countries with somewhere to send requests for assistance. A permanent network of contacts has thus been set up within the Commission aimed at establishing uninterrupted contact between the civil protection centres in the participating countries and at promoting the exchange of information."@en1
