The reason is that, in my opinion, the Community action programme does not pass the subsidiarity test. The Member States all have their own civil-protection programmes and their own coordination, training and assistance programmes. Some European cooperation is in order, but a separate European centre with its own powers and 24-hour monitoring is unnecessary.
