Only two EU Member States have already reached the Lisbon goal of 3% of GDP spent on R[amp]D – Finland and Sweden. They have achieved this by running budgetary surpluses. It is clearly possible to fund research while respecting the Pact. That is an important point.
Second, even Germany and France with their well-known budgetary problems have already achieved rates of 2.5% and 2.2% respectively. Again, it appears that the Pact is not the factor limiting investment in research. It would appear to be a matter of national priorities."@en1
