I tried to be comprehensive in my initial remarks, but I will add that Member States and regional and local authorities have experienced major difficulties in carrying out managing actions of cross-border cooperation, transnational cooperation and interregional cooperation within the framework of differing national laws and procedures. That calls for appropriate measures at EU/Community level in order to reduce the difficulties. Harmonious development of the entire Community territory and reinforced economic, social and territorial cohesion imply enhanced cross-border cooperation and the adoption of measures to improve the implementation conditions for cross-border cooperation."@en1
