". The proposal before us seeks to recast Community legislation on pesticides by replacing the four directives in force with one single regulation. The proposal also seeks to safeguard certain key objectives, such as establishing a homogenous level of consumer protection throughout the Community, by defining the role of the European Food Safety Authority, and by increasing the trade in foodstuffs within the EU. I believe that significant progress has been made between the first and second readings, namely the Council’s adoption of both the amendments tabled by Parliament and the introduction of amendments to its initiative, which have certainly improved the Commission’s original proposal. I feel, however, that there remain aspects that could be clarified, such as the distinction between residues – in the context of maximum residue limits (MRLs) – and pesticides. I agree with the rapporteur, however, that when MRLs are exceeded, those responsible must be held to account and subgroups that may consume more of a certain type of product must be fully protected."@en1
