". The delegation has voted for the Eurlings report on the opening of the accession procedure for Turkey, a procedure that will take several years. The opening of the procedure unequivocally heralds a change in the political course steered by the Turkish Government, not only in respect of the Community and the Copenhagen conditions but especially concerning the resolution of the Armenian and the Kurdish questions. The believes that the Council decision of 17 December should make it unequivocally clear that the opening of negotiations with Turkey requires the Turkish Government’s recognition of the State of Cyprus, a full Member State of the European Union, and consequently the resolution of the Cypriot question, which means the withdrawal of the 35 000 Turkish troops which, in occupying Cyprus, are occupying a territory of the European Union. The will watch to ensure that the guarantees and conditions included in the report are complied with, because a successful conclusion to Turkey’s journey towards accession will not be possible unless they are complied with."@en1
