"Mr President, we are familiar with Rule 162, and we also see from the voting list that 147 Members are apparently invoking Rule 162 to justify holding a secret ballot on various tabled amendments and in the final vote. I would therefore like to make my group's position on Rule 162 clear: the Socialist Group in the European Parliament would prefer a vote by roll call, for we believe that Europe's citizens have a right to know how Members of the European Parliament are voting on this key issue. In our view, the Group of the European People’s Party (Christian Democrats) and European Democrats in this House is incapable of adhering to a coherent and unified line. Most of the 147 signatures come from this group, and I would like to thank the former Belgian Prime Minister, Mr Dehaene, for informing the Members of this group in unequivocal terms that while this solution may be acceptable from a legal perspective, politically it is completely unacceptable."@en1
