". The Commission will continue monitoring what is going on in individual Member States. Various Member States such as the United Kingdom, France and Germany have already put in place large-scale education and awareness programmes. The Commission does not have more resources than Member States. It is a matter primarily for Member States to ensure that the point you have validly raised is more widely known, along with the problems that arise from unlicensed and illegal copying. I am informed that the black market value of illegal CDs and DVDs is three times that of cannabis, and the profit margins are eight-fold. Therefore it is a much more profitable activity, with lower risks of being caught and lower penalties. It is thus in the interests of the Member States to ensure that awareness measures are in place in an effort to stop this activity."@en1
