"Mr President, our group contests the decision to change the agenda concerning a statement and the tabling of a resolution on the EU-Russia summit, a decision that was made by the secretaries-general and not by the Conference of Presidents. Firstly, we find it scandalous that, apparently, the results of the summit can be found in the debate on Ukraine. The debate on Ukraine is a debate about freedom and democracy in Ukraine and has nothing to do with relations between the EU and Russia. Those are two completely separate issues. Secondly, Mr President, if the EU-Russia summit did not bear fruit, then that must be debated. As a European Union and as a Parliament, we cannot allow Mr Putin to hold us hostage. We are independent, and if Russia blackmails the EU over Ukraine, then that blackmail must be condemned. We therefore request a roll-call vote here and now – because after all there has been no meeting of the Conference of Presidents and this was a decision taken at secretary general level – to decide whether or not we should hold a debate right now on the serious state of relations between Russia and the EU. The reason given why we should not hold such a debate here is that one will be held in the Committee on Foreign Affairs. What we want is a debate in plenary today on the situation between Europe and Russia. As events unfold, we will promptly request a roll-call vote so that the debate can get underway."@en1
