"Thank you for your reply, Mr President-in-Office of the Council. You have said it: the European Union as such does not belong to the WTO. Nevertheless, according to the Constitutional Treaty, the environment is an exclusive competence of the European Union. I would like to know the Council’s view on the idea of the European Commission participating in the WTO on behalf of the Union.
Also, an amendment to the Directive on penalties for marine pollution approved at first reading by the European Parliament proposes that ships with Community flags should be responsible in any part of the world. The Council is opposed to this. I would like to know which Member States are opposed to this measure. Could they possibly be the European States with flags of convenience?"@en1
