"Madam President, it has already been said time and again that this House has helped Europe to gain a better Commission. This is especially true in the case of the Commissioner responsible for justice and home affairs, a portfolio which is after all of particular importance to the public. As coordinator for my group within the Committee on Legal Affairs, I can confirm that we were extremely impressed by the high level of competence demonstrated by Mr Frattini, Commissioner-designate and Vice-President, on various issues, including those of a highly complex legal nature. He has at any rate a much better understanding of what this House expects of a Commissioner. We also believe that Mr Frattini is capable of putting his past as a minister of the Berlusconi government behind him, even though it surprises us somewhat that he was able to remain a minister in Berlusconi governments for so long whilst holding the view he put forward during the hearing, demonstrating a very strong commitment to fundamental rights and the principle of the rule of law. In view of this, how was it possible for the government to adopt so many laws which were questionable from the point of view of the rule of law, and which the Italian and European courts now have to apply? We must therefore assume in his favour that, as foreign minister, he was always abroad when these laws were adopted."@en1
