The European Agency for Reconstruction has, according to recent assessments, proved amply capable of carrying out the policy of assisting development in the Balkan region that is enshrined in the Community Assistance for Reconstruction, Development and Stabilisation regulation (CARDS), and has achieved the objectives of its mandate. The Lisbon European Council of March 2000 confirmed that the fullest possible integration of the Balkan countries into the political and economic mainstream of Europe remained a key objective and that the stabilisation and association process was the cornerstone of its policy in the Balkans. The Vila da Feira European Council of June 2000 conferred on these countries the status of potential candidates for EU accession. We must therefore follow up the assistance policy, which has been implemented and whose relevance and effectiveness have been proved, by extending the Agency’s mandate, given that there is a stable Community financial framework until 2006.
