Mr President, thank you once again, and thank you for the question. As you know, it was during its meeting in Copenhagen in June 1993 that the European Council laid down the criteria for EU membership. They include, among other things, political criteria requiring a candidate Member State to possess stable institutions, guaranteeing, as I said a moment ago, democracy, the rule of law, human rights and respect for, and protection of, minorities.
In December of this year, the European Council will, on the basis of the Commission’s report and recommendations of 6 October 2004, decide whether negotiations with Turkey can be opened. Further to Mr Papadimoulis’ previous question, we have already made reference to the Commission’s recommendations and the conditions under which it advises to open negotiations. I think I have already clarified this in a response to the three questions combined."@en1
