"Mr President, the President-in-Office of the Council has talked a great deal today about the need to have a safer Europe. We believe that before we have a safer Europe we ought to have a more democratic, freer and more welcoming Europe. On the subject of guaranteeing the right to asylum, a number of abuses and illegal acts have in fact been committed recently: from the Cap Anamur affair to the Lampedusa deportations, to the latest song and dance about the 13 Kurds who landed at the port of Augusta. All too often there are breaches of the Geneva Convention on non asylum seekers are hastily identified, and abuses are committed that even extend to the use of handcuffs, as we saw recently. The Council that will be meeting next week on the subject of freedom, security and justice will clearly be constrained by the decisions already taken by the G5 in Florence last week. In this context, I should like to ask what opinion the Presidency of the Council holds on the use of biometric data in passports and visas, and what the Council’s position is on the establishment of reception camps outside EU territory."@en1
