"Mr President of the Commission, in June we Spanish Socialists offered you an opportunity. I must tell you that you have not taken it. Furthermore, since we are talking about the Constitution, we should remember that the PPE asked that its approval be brought forward and that the results of the elections be taken into account. The PPE coalition received 36%, the Socialists, 27%. Precisely for that reason we gave you that opportunity. But there is another golden rule in the Constitution, and that is that Europe, Parliament and the Commission, operate in terms of the budget and codecision by absolute majority. And that must be the rule, and it cannot be resolved simply by means of telephone calls to the members of the Council. Today, three months after being voted in, you are proposing a team to us and in three months time you will propose a programme. This will have to be dealt with in the future, but, in any event, you have said something important today: you promise to remodel your Commission if we vote for you. The problem is that, right now, we do not trust you after what happened in July. With a view to the application of the Constitution and also for the sake of democracy, we are offering you the opportunity to take account of this Parliament’s constructive comments following a ‘no’ vote from this House."@en1
