"Mr President, the fact that a number of Member States will be organising a referendum about the European Constitution can only be applauded. As is always the case with referendums, it is important that the electorate be informed in a correct and balanced manner. In this resolution, the Commission and Council are asked to ‘draft an adapted campaign and communications strategy’, but without applying any conditions as to balance. Referendums in the past, though, often illustrated that this is problematic. Public opinion often only gets to see one side of the coin. The information deficit is not conducive to the referendum being well and properly run. What is lacking in this resolution, then, is a recommendation that the media in general and the public broadcasting corporations in particular should, in a balanced manner, let the no-camp, as well as the yes-camp, have a say.
