lpv:translated text	"Mr President, ladies and gentlemen, first of all I would like to support the proposed draft for the amended budget of the European Union for 2004 regarding the European Data Protection Supervisor item. At the same time, however, in connection with the budgetary management of the European Union in the first seven months of 2004, I would like to express my concern at the obvious discrepancy between the handover of contributions, 74% of which have been paid, and the handover of payments, only 54% of which have been paid and which are lagging behind quite noticeably. When projected onto the budget of the Slovak Republic for the first nine months of 2004, this represents a 70% fulfilment of contributions to the budgets of the European Union while just 15% of the projected yearly payments from the European Union budget have been made. This situation means that instead of receiving post-entry aid, Slovakia and the other new Member States have become net contributors to the European Union budget. This state of affairs should be subjected to urgent scrutiny, both at the level of the European Commission and at the level of the Council of Europe and the national governments.
