"I am particularly disappointed by the answer given by the Council, as we know we are bringing pressure to bear on the United States and on Russia, but today we know that we have certain means at our disposal, including conditions relating to the ratification of the Kyoto Protocol in the agreements with the Member States. What I wonder, and what I want to ask you, then, is whether the EU is ready, whether the Council is ready, when negotiating with third countries, to make trading agreements conditional upon the ratification of the Kyoto Protocol. You gave no reply. It is obvious, though, that if you want to fight greenhouse gas emissions, that is where you have to start. Moreover, the means are there. We lead the world. Let us use this lever to have the Kyoto Protocol enter into force."@en1
