lpv:translated text	"Mr President, my speech is in Finnish and Swedish. I would like to raise three issues. Firstly, I take a very positive view of this Constitutional Treaty. It is a notable improvement on the Treaty of Nice, the Treaty of Amsterdam and all the earlier treaties. It makes the EU more democratic, more transparent and more effective. Secondly, it is the responsibility of all the institutions to approve this Treaty. It is the Commission’s responsibility, it is the Council’s responsibility and it is the European Parliament’s responsibility. If the Treaty fails in one country, it fails in the entire Union, and that is not in our best interests."@en1
