"Mr President, Mr President-in-Office of the Council, Commissioner, one can scarcely find words to express the fury, grief and shame evoked by the terrorist attack in Beslan. The escalation of terror, in terms of its nature and degree, frightens us all and causes us grave concern. What frightens and concerns me, though, and many others among us, is the red line that connects Bush’s policy of preventive war in Iraq, via Sharon’s stubborn belief that violence can be countered only with violence, with Putin’s actions, which tend in that direction, the belief being that force can be dealt with only by force, with more force making authority necessary, which in turn makes authoritarian structures inevitable. I am grateful to all the speakers, to the Foreign Minister and to the Commissioner, for highlighting the alternative way, the one I would call European, which, far from bowing down before terrorism and yielding to it, involves combating its causes as well. To its partners, including Russia, Europe must make this way clear and unmistakeable. Terrorism must be fought, but its causes must also be done away with."@en1
