lpv:translated text	". This is a very important proposal for the mobility of workers. Its aim is to establish a Community framework to achieve transparency in qualifications and competences by creating a portfolio of interlinked personal documents, to be known as a Europass, which citizens may use on a voluntary basis to communicate and set out their qualifications and competences better throughout Europe. The Commission proposes to provide Europass National Agencies with financial support for 2005 and 2006 (corresponding to a development phase) through annual co-financed grants (of up to 50% of the total cost), after which Europass activity should be treated as a horizontal action in the new generation of Community programmes for education and training. Like the rapporteur, I welcome the extension of the Europass-Training to cover all aspects of education and training. I voted in favour of the report."@en1
