"Mr President, with tomorrow’s voting procedure decided, it is unclear to me whether or not it will be possible to vote for referral back to committee, in accordance with Rule 144 of the Rules of Procedure. What is happening, what we are witnessing, is an inevitable, healthy reaction to the serious irregularities contained in the report, which, to my mind, removes competences from Member States’ constitutional institutions. That is what is giving rise to this fair, legitimate and inevitable reaction to the abuse on the part of the majority of this House, who invoke the Treaties in order to breach them and the Charter of Fundamental Rights similarly to contravene some of its rules. I therefore feel that this House must reassess this issue and must vote for referral back to committee, in order that the report can be cleansed of its irregularities. I should therefore like to request, Mr President, that tomorrow this motion be considered, discussed and put to the vote."@en1
