". This report offers a timely reminder that in the enlarged European Union there are around 50 million people with disabilities of various kinds. European strategy must, therefore, focus on combating discrimination and on promoting human rights. The European Year of People with Disabilities 2003 succeeded in raising awareness of disability-related issues. I therefore applaud the Commission’s initiative to propose the adoption of a European Action Plan in this area. We regret, however, that there are no specific legislative proposals, and nor is there a timetable for the submission of a directive to combat discrimination based on disabilities. We must also strive to ensure that disabled people’s organisations play a more active role in the decision-making process at EU, UN and national level. I should also like to highlight the Commission’s undertaking to submit a working paper on the implementation of the European employment strategy with respect to disabled persons, and improved accessibility for these individuals to information technologies and the built environment, including access to services. We share this point of view entirely and feel that this is an excellent report."@en1
