"I shared the generally positive attitude of those voting on this framework agreement, the discussion of which ended up revolving around the legal basis. That positive attitude was underpinned by an opinion of the Committee on Legal Affairs and the Internal Market, which recalled – and this was very much to the point – that the choice of the legal basis referred to could not be left to the discretion of the Community legislator, but should instead be based on objective criteria and subject to legal control. According to the Committee on Legal Affairs and the rapporteur of the Committee on Industry, External Trade, Research and Energy, the absence of a reference to Article 300(3) of the EC Treaty, stipulating that Parliament should be consulted, could only be the result of an oversight, which should be rectified. The rapporteur eventually presented an amendment to this effect, which was quickly replaced by a corresponding correction. The willingness of the rapporteur to do this was another factor that encouraged me to vote for the report."@en1
