"Mr President, I should like to thank those who have resisted very powerful pressure and allowed their names to appear on this list. It is not, however, certain, of course, that anything will be put to the vote at all during the May part-session. The whole point of the motion of censure is to get the Commission itself to attribute responsibility to one of the Commissioners for a scandal for which there must be political accountability. The aim is nothing more and nothing less than that, so if, between now and May, the Commission itself can attribute responsibility, there will be nothing to vote on in May. If, however, it cannot attribute responsibility, there are no methods available to us other than that described in the Treaty, and the motion of censure must therefore be voted on. We are very annoyed that this vote must take place in May. We had arranged everything so that we could avoid having it mixed up with the solemn celebration of the accession of the new Member States, but your services have not been helpful in verifying the signatures, which have, for all that, been available since yesterday. We could therefore have had the vote held this week too, if the services had been willing. Now, it will be in May, and that is something we must live with. I call upon the Commission to attribute the political responsibility itself and so get this matter out of the way."@en1
